Hungary has a functional public procurement market managed centrally by the Public Procurement Authority (Közbeszerzési Hatóság). The EKR (Electronic Public Procurement System) is the mandatory platform for all procedures. Hungary has faced scrutiny over procurement transparency and EU fund management, but the formal system is digitally functional. The language (Magyar) is unique in Europe (Finno-Ugric, not Indo-European), making it the most challenging EU language for NLP after Greek. EU structural funds remain the primary driver of large public contracts.
